ASSESSMENT AND IDENTIFICATION OF HAZARDS, RISKS AND PROCEDURES THEIR MANAGEMENT IN THE CONDITIONS OF ENTERPRISES OPERATING HAZARDOUS PRODUCTION FACILITIES
Abstract
The Russian economy needs to develop new management principles that facilitate its modernization. One component of economic management is oversight. The current economic management system does not meet modern requirements and is a significant constraint on Russian economic growth. According to RIA Novosti (December 25, 2014), M.A. Abyzov, a member of the Russian Government and Minister for Open Government, cites data indicating that the costs associated with ineffective oversight and regulation are estimated at approximately 2% of GDP. This is due to the duplication of certain oversight responsibilities. M.A. Abyzov believes that these costs can be avoided by shifting from monitoring compliance with norms and regulations to risk management. According to the minister, a risk-based model will be piloted in several federal executive bodies in Russia in 2015 (including Rostrud, Rostekhnadzor, and Rosobrnadzor).
