Editorial Policies

Aim and Scope

The defining goal of the journal "Bulletin of the Siberian State Industrial University" is to promote the works of scientists from Russia, foreign countries and the CIS countries in the international scientific and information space, to present the results of promising areas of research in the field of metallurgy and materials science, economics, management and finance, condensed matter physics, as well as to attract an international readership.

The main objectives of the journal "Bulletin of the Siberian State Industrial University" are to publish the results of scientific activities in fundamental and applied research and to improve the scientometric indicators of the authors and the journal.

The title and contents of the journal sections in accordance with the nomenclature of scientific specialties for which academic degrees are awarded:

Section 3. Economics. Management. Finance

The journal accepts articles by scientists, young scientists, postgraduates, doctoral students, research associates and specialists in Russian or English.

The editors carry out scientific peer review (two-sided blind) of all materials submitted to the editors for the purpose of expert assessment.

All reviewers are specialists in the subject of the reviewed materials.

The editors of the journal send copies of reviews to the authors of the articles, and also, upon receipt of a corresponding request, to the Ministry of Science and Higher Education of the Russian Federation.

Peer Review Process

All scientific articles submitted to the editorial board of the journal "Bulletin of the Siberian State Industrial University. Scientific Journal" undergo mandatory single-blind peer review (the reviewer knows the authors of the manuscript, the authors of the manuscript do not know the reviewers).

Articles are reviewed by members of the editorial board and editorial board, as well as invited reviewers - leading experts in the relevant field in Russia and other countries. The decision to select a particular reviewer to conduct an examination of the article is made by the editor-in-chief, scientific editor. The review period is 2 - 4 weeks, but at the request of the reviewer it can be extended.

Each reviewer has the right to refuse to review in the event of an obvious conflict of interest that affects the perception and interpretation of the manuscript materials.

 

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Publishing Ethics

The editorial board of the journal "Bulletin of the Siberian State Industrial University" in its activities is guided by the principles of publication ethics recognized by the international community and reflected in The Committee on Publication Ethics - COPE and the Declaration "Ethical principles of scientific publications" adopted at the general meeting "Association of Science Editors and Publishers".
All participants in the editorial and publishing process (editor-in-chief, members of the editorial board, reviewers, authors, editors, publisher, founder) must be guided in their activities by the legislation of the Russian Federation, the Agreement between the founder and editor-in-chief, publication ethics and other documents approved by the founders, publisher and the editors of the magazine.

In order to avoid dishonest practices in publishing activities (plagiarism, false information, etc.), in order to ensure the high quality of scientific publications, all participants in the editorial and publishing process of the journal are required to comply with ethical standards, norms and rules, take all reasonable measures to prevent violations.

ETHICAL RESPONSIBILITIES OF THE EDITORIAL
The editorial board of the journal works on invitation to the editorial board of highly qualified specialists and is engaged in the improvement of the review and editing process.

Information materials for authors are available on the website and in the printed version of the journal.

All manuscripts received by the editors are considered conscientiously, impartially, objectively and honestly. Manuscripts undergo a mandatory check in the Rucontext. Articles with originality less than 75% are returned to the authors.


The editors of the journal may reject the article on the following grounds: inconsistency with the subject of the journal, non-compliance with the requirements for formatting, poor quality of the manuscript, the presence of plagiarism, relevant comments from reviewers. The reasons for the rejection of the article are communicated to the authors.


The editors of the journal guarantee the confidentiality of the authors.


The materials of the rejected manuscript are not used in research without the written consent of the authors.

ETHICAL RESPONSIBILITIES OF AUTHORS:
• submit only original manuscripts that have not been published anywhere before;
• provide in the manuscript only true facts and information, which the author can confirm in case of questions from the editors;
• avoid duplication of publications; if individual elements of the manuscript have been previously published, the author is obliged to refer to an earlier work and indicate the differences between the new work and the previous one;
• submission of the manuscript to more than one journal at the same time is not allowed.


The author submitting the manuscript guarantees that only those persons who have made a significant contribution to the work are included in the list of authors and that persons deserving authorship are not excluded from the list of authors.

AUTHORITY PRINCIPLES
Identifying the authors and other people who contributed to the study is the responsibility of the people who did the work (researchers). Researchers should determine which person has made a significant contribution to the work (contribution to the idea and plan; collection, analysis or interpretation of data; preparation of the article and its critical review in terms of intellectual content, etc.) to ensure his identification as an author.


People who contributed to the work, but whose contribution was not sufficient to warrant their identification as authors, should be named in the Acknowledgments section.


Authors must review and approve the manuscript before publication.


Authors must submit an article for consideration to the editorial office in accordance with the procedure for preparing articles.


Authors in their work should accurately and correctly indicate references to studies of other persons by indicating the original source in the bibliography at the end of the article.


Copying references to works from other publications without reading them is not allowed.


Authors must disclose conflicts of interest and sources of funding for project support (grants, projects, etc.). Information about financial support for research is given in the Acknowledgments section.


There can be several authors of an article, but one author (corresponding author) must be identified, who will be responsible for communicating with the editors, promptly answer questions from editors and reviewers, and also ensure that all editorial requirements are met.


All authors are required to immediately provide retractions or corrections of errors if they are found in an already published work.


The authors retain exclusive rights to publish their manuscripts, which is indicated by the Copyright © sign on the title page of the article in the journal Vestnik of the Siberian State Industrial University.


Authors who publish in the journal "Bulletin of the Siberian State Industrial University" grant the journal the right to first publish the work under the terms of the Creative Commons Attribution License, which allows others to distribute this work with the obligatory preservation of references to the authors of the original work and the original publication in this magazine.


Each author must sign an agreement for publication in the journal "Bulletin of the Siberian State Industrial University".


The journal has free access, articles can be read, downloaded, copied, distributed, printed and referenced in their full texts with attribution without any restrictions.

ETHICAL RESPONSIBILITIES OF EDITORS
The editors of the journal are responsible to the authors, reviewers, scientific community, founders, publisher and readers for making a decision on publication and the content of published materials.
Editors act objectively and impartially and ensure an efficient independent review process while maintaining the anonymity of reviewers and authors.


The editor should not disclose information about the article to other persons before its publication, with the exception of participants in the editorial and publishing process.


Editors should not have a conflict of interest in relation to articles submitted to the editorial office.


Editors must prevent situations where participants in the editorial and publishing process engage in unethical behavior.


If necessary, editors publish information about corrections, rebuttals and reviews of articles.


The editor must agree with the author on the final version of the article before publication.


The final decision on the publication or rejection of the article is made by the editor-in-chief of the journal based on the comments of the reviewers.

ETHICAL RESPONSIBILITIES OF THE REVIEWER
The reviewer undertakes to make objective and impartial decisions, personal criticism is not allowed. All conclusions of the reviewer must be reasoned and oriented to authoritative sources.


The reviewer must maintain confidentiality. It is not allowed to discuss the work with other persons, with the exception of participants in the editorial and publishing process.


The reviewer has no right to use the information received during the review for personal gain or commercial purposes.


The reviewer must inform the editor-in-chief and refuse the process of examination of the manuscript, if, in the opinion of the reviewer, his qualifications are not enough to consider the material submitted for review, or in the case where there may be a violation of the terms for reviewing the manuscript, or if he has a conflict of interest with the author or organization related to the manuscript.


The reviewer should draw the attention of the editor-in-chief to the essential or partial similarity of the evaluated manuscript with any other work, as well as the absence of references to the provisions, conclusions or arguments previously published in other works of this or other authors.


The reviewer assists the author in improving the quality of the article.


If questions arise about the reliability of the study data, the author is given the opportunity to answer these questions.


The editors keep the personal data of reviewers confidential.

RETRACTION OF ARTICLES
Retraction is a review of already published articles, it is used in extreme cases, if facts come up that were not known during the review.


To retract an article, the editors must have clear evidence of the unreliability of the published information.


If the article was previously published in another edition and there are no relevant references, permissions and justifications for re-publication, the manuscript is subject to retraction.


Retraction mechanism:
1. A written request is sent to the editorial office with a request to withdraw the article. This appeal may come from authors, readers, reviewers, editors and other interested parties.
2. A commission is created in the editorial office of the journal to consider this appeal.
3. The editorial board of the journal notifies the initiator of the results of consideration of the application by the commission in writing.
4. If there are enough facts to withdraw the article, then the journal publishes information that the article has been withdrawn, indicating the metadata of the article.
5. In the databases where the article is indexed, a letter is sent stating that the article has been withdrawn and the reasons for the withdrawal are indicated.

CONFLICT OF INTERESTS
In order to avoid cases of violation of publication ethics, the conflict of interests of all parties involved in the process of publishing the manuscript should be excluded. A conflict of interest arises if an author, reviewer, or member of the editorial board has a financial, scientific, or personal relationship that may affect their actions. Such relationships are called dual obligations, competing interests, or competing loyalties.

In case of conflicts, questions, complaints related to the violation of publication ethics, a commission is created in the editorial office of the journal from full-time employees and members of the editorial board.

 

Publication fee

Publication in the journal is free for authors.

The editors do not charge authors for the preparation, placement and printing of materials.

 

Plagiarism detection

Materials received by the editors are checked for borrowing from open sources (plagiarism). The check is performed using the Internet resource https://text.rucont.ru/.

The degree of originality must be at least 70%.

Articles with originality less than 70% are returned to the authors.
