STRUCTURAL COMPONENTS OF ACTIVITIES TO ACCUMULATE FUNDS FOR THE TARGET REGIONAL LAND RECLAMATION FUND
Abstract
The steadily increasing anthropogenic impact on the environment and the high costs of environmental protection measures highlight the need to create a mechanism to address the current negative situation. In particular, the situation regarding land disturbance necessitates addressing unresolved issues related to land reclamation financing. To address these issues, in accordance with the theory and practice of managing organizational systems, it is necessary to develop an organizational and economic mechanism that ensures the accumulation of funds for large-scale reclamation projects. Several methods of financial guarantee for the implementation of large projects are successfully used abroad: letters of credit, guaranteed bonds, insurance, independent guarantees, and target funds. According to the Civil Code of the Russian Federation, there are six methods of securing the fulfillment of obligations: security deposit, pledge, surety, independent guarantee, penalty, and earnest money.
