ON THE RESULTS OF THE RAILWAY REFORM IN RUSSIA IN THE CONTEXT OF FOREIGN EXPERIENCE
Abstract
The goals of reforming Russian railway transport were to increase productivity and the quality of services provided, ensure a stable influx of investment, and introduce innovation. These goals are common in all countries. The instruments chosen by the government to facilitate the implementation of these general goals were the following: developing competition, improving corporate governance of railway enterprises, and state financing (subsidizing) of railways. Compared with foreign experience, the prerequisites and conditions for reform differed significantly, and therefore the methods of reform and the target state of the railway market also differed.
