Abstract

In the context of the innovative socially-oriented strategy of economic development of the Russian Federation, the creation of favorable conditions for the development of the abilities of each person, the improvement of the living conditions of Russian citizens, the quality of the social environment, as well as increasing the competitiveness of the social sectors of the economy that ensure the development of human capital are of great importance.
