Целями реформирования российского железнодорожного транспорта были повышение производительности, качества предоставляемых услуг, обеспечение стабильного притока инвестиций, внедрение инноваций. Такие цели во всех странах общие. Выбранные правительством инструменты, призванные способствовать реализации общих целей, следующие: развитие конкуренции, улучшение корпоративного управления железнодорожными предприятиями, государственное финансирование (субсидирование) железных дорог. В сравнении с за- рубежным опытом предпосылки и условия ре- формирования существенно различались, а потому различались и способы реформирования, и целевое состояние железнодорожного рынка.
The goals of reforming Russian railway transport were to increase productivity and the quality of services provided, ensure a stable influx of investment, and introduce innovation. These goals are common in all countries. The instruments chosen by the government to facilitate the implementation of these general goals were the following: developing competition, improving corporate governance of railway enterprises, and state financing (subsidizing) of railways. Compared with foreign experience, the prerequisites and conditions for reform differed significantly, and therefore the methods of reform and the target state of the railway market also differed.
